Patriarch Philaret’s Explanation Regarding the Status of Metropolitan Epiphanius in the UOC

Metropolitan Epiphanius (Dumenko) is not the legitimate Primate of the Ukrainian Orthodox Church (UOC). Why? Because the heads of the Local Churches, which is the Ukrainian Orthodox Church, are elected at the Local Councils of their Churches.

Metropolitan Epiphanius was not elected at the Local Council of the UOC, so he, as the Primate of the Church, is illegal. All the heads of the Ukrainian Orthodox Church — Patriarch Mstislav, Patriarch Volodymyr, Patriarch Philaret — were elected at the Local Councils. Metropolitan Epiphanius was not elected in this way, and according to the Statute of the UOC, his presidency is uncanonical and illegal.

Metropolitan Epiphanius seized the power of the Primate due to interference in the internal church life of then President of Ukraine, Petro Poroshenko. Metropolitan Epiphanius had the opportunity to convene a Local Council to elect the head of the UOC, but he did not take advantage of this duty, and therefore he is guilty of not convening a Local Council in two and a half years.

The episcopate, the clergy and the laity must know that they are subject to the illegitimate Primate of the UOC, Metropolitan Epiphanius.

I call on everyone to bless God.

With love,

PHILARET PATRIARCH OF KYIV AND ALL RUS-UKRAINE
